EDIT: While I do like the speculation, I must state that Cobalt did NOT make the fireflies. After giving it some thought, I decided that Emmy bubbled a good amount of them, handed the bubble to Cobalt, and let him pop it to release them.
My apologies for not clarifying earlier, wasn't sure whether or not it'd be important X'D
